Biographical / Historical

The North Old Town Independent Citizens Civic Association (NOTICe) of Alexandria, Virginia was founded in 1999. As a cooperative group of citizens, the Civic Association's purpose is to represent and promote the interest, welfare, and common good of the residents in the North Old Town Neighborhood of Alexandria. North Old Town is defined by the Old Town North Small Area Plan as District #1 and is bounded by: the Potomac River on the east, Oronoco Street on the south, the west side of North Washington Street on the west, and Daingerfield Island on the north. NOTICe was started by citizens opposed to the Old Colony development project and the approach taken to it by other civic associations. The organization seeks to be a forum for all North Old Town residents and to encourage cooperation between the residents, city leaders and agencies, and businesses operating in the neighborhood.

Primary efforts are focused on monitoring proposed business and residential development in the North Old Town neighborhood as well as in surrounding areas that could affect neighborhood traffic and civic amenities. NOTICe also monitors noise and traffic complaints and crime reports in the neighborhood. In election years NOTICe sponsors candidate forums to allow candidates to respond on issues important to the North Old Town neighborhood. Recurring topics reflected in the minutes include the Old Colony Inn site redevelopment, the Berg redevelopment, the Saul Center development, PEPCO/Mirant Power Plant (air quality issues), code enforcement along the George Washington Parkway, the new Wilson and Monroe Avenue Bridges, the Potomac Yards development, and parking variations requested by a variety of businesses.

Content Description

The collection includes organizational papers, minutes, correspondence, and other materials documenting NOTICe's formation, relationships to other organizations and various projects and concerns. The Minutes series is the biggest. The set of minutes is fairly complete; however there are occasional gaps where we have only the agenda for a meeting.
