[Stresses importance of offering a complete economic system, including free ships and long terms [20 years or more] for bonded goods; believes that the West will agree to these reforms, but the Maine and Pennsylvania Republicans will oppose any change; mentions ignorance of most Congressmen of tariffs; believes that tariff reform must be a caucus measure to which Congressmen are committed; discusses Cleveland and mentions that none of his old Cabinet would serve in his new one; mentions [W. Q.] Gresham and [Julius] Sterling Morton ; argues against amicable agreement between Republicans and Democrats, a half-reform would be folly, even if it would gain easy support; suggests tariffs on tea, coffee, sugar; agrees that Hawaii should become part of the United States by Constitutional amendment, but is sure that Cleveland does not want it.]
