Access Restrictions

Student information in these unprocessed materials may be RESTRICTED under the federal Family Educational Rights and Privacy Act. The Family Educational Rights and Privacy Act (FERPA) is a Federal law that protects the privacy of student education records. The Archives staff may redact privacy protected information. Documents can be viewed in their entirety (without redaction) 75 years after the date of creation. Types of documents requiring RESTRICTION may include: personally identifiable student information in scholarship applications, change of school forms, term reports, and other records; test results; health information, including vaccination records; materials related to the Pupil Placement Board and containing student information. Virginia Freedom of Information Act (Code of Virginia, 2.2-3705.5); Virginia Health Records Privacy Act (Code of Virginia, 32.1-127.1:03); Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. 1232g; 34 CFR Part 99).

Acquisition Information

These items came to the Library of Virginia in a transfer of papers from New Kent County Schools under the accession number 43459.

Historical Information

New Kent County may have been named either for the English county of Kent or for Kent Island, in the upper waters of the Chesapeake Bay. William Claiborne, a native of Kent who had been driven from Kent Island by Lord Baltimore, was a prominent resident of the New Kent area about 1654 when the county was formed from York County. Part of James City County was added in 1767. The county seat is New Kent.

Records were destroyed when John Posey set fire to the courthouse on 15 July 1787. Many records were lost when the courthouse was partially destroyed by fire during Civil War hostilities in 1862. Additional records were burned in Richmond on 3 April 1865, where they had been moved for safekeeping during the Civil War.

Scope and Content

New Kent County (Va.) Virginia Teacher's Registers, 1944-1961, are teachers' registers from African American schools of New Kent County. The booklets were records of achievement and attendance, and listed names of students; sex, age, grade, names of parents or guardians, their address and occupation, along with student grades and the teacher's term report (listing days taught, enrollment, attendance, and other statistical information). Schools include the George W. Watkins School, New Kent Training School, Cooks Mill School, Cumberland School, Lanexa School, Plum Point School, Mountcastle School, Tunstall School, and Quinton School.
