Biographical/Historical Information

In 1970, the Governor's Management Commission Study recommended the creation of six "Deputy Governors" to assist the Chief Executive in his managerial duties. Compatible functions of government were grouped under these administrative heads, who would serve as the Governor's top management team or "secretariats" as they are called now. Currently there are 8 secretariats in state government, which are: the Secretary of Administration; Secretary of Commerce and Trade; Secretary of Education; Secretary of Finance; Secretary of Health and Human Resources; Secretary of Natural Resources; Secretary of Public Safety; Secretary of Transportation.

The secretariat responsible for human services, health and welfare has gone through several reorganizations. In 1972, the General Assembly passed an act establishing the Secretary of Human Affairs. This office was responsible for management and direction of health and human services provided by the state for the citizens of the commonwealth. In 1976, the secretariat's name changed to the Secretary of Human Resources. With reorganization of state government, the secretariat name changed again to the Secretary of Health and Human Resources in 1988. The Secretary of Health and Human Resources oversees state agencies which provide services to Virginians with mental retardation, mental illness, substance abuse and physical disability concerns, and provide assistance to low-income families and to the aging community. Additionally, the agencies also license health practitioners and ensure safe drinking water in the Commonwealth.

During the administration of Governor Timothy Kaine, the Secretary of Health and Human Resources oversaw the following state agencies and boards: Dept. for the Aging; Dept. of Behavioral Health and Developmental Services, (previously Dept. of Mental Health, Mental Retardation and Substance Abuse Services); Dept. for the Blind and Vision Impaired; Dept. for the Deaf and Hard of Hearing; Dept. of Health, Dept. of Health Professions; Dept. of Medical Assistance Services; Dept. of Rehabilitation Services; Dept. of Social Services; Board for People with Disabilities; Tobacco Settlement Foundation; Office of the Comprehensive Services Act; and Virginia Foundation for Healthy Youth.

Marilyn B. Tavenner was appointed Secretary of Health and Human Resources in January 2006 by Governor Timothy M. Kaine. Secretary Tavenner spent 25 years working for Hospital Corporation of America (HCA) first as a nurse and later as CEO for Johnston-Willis and Chippenham hospitals in Richmond, Virginia and group President of Outpatient Services. After the end of the Kaine administration, Tavenner went on to serve as Principal Deputy Administrator of the Centers for Medicare and Medicaid Services and later as Acting Administrator.

Scope and Content

Contains records created and maintained by Secretary of Health and Human Resources, Marilyn B. Tavenner, during the administration of Governor Timothy M. Kaine. The records include incoming and outgoing correspondence with assigned agencies and constituents, subject files, decision memoranda, legislative files, budget material, and records related to activities and special projects.

Contains correspondence and subject files created and maintained by the Office of the Secretary of Health and Human Resources that pertain to the agencies and boards under its purview and other health-related entities. Included are incoming and outgoing correspondence with agency heads and other officials, memoranda, reports of the Department of Behavioral Health and Developmental Services made by the Inspector General, files on assisted living facility regulations, Medicaid, septic system grants, and the Senior Navigator program.

Arranged alphabetically by name of agency and then alphabetically by topic.

Series II. Correspondence and Supporting Documentation - Constituents , 2005-2009 .
Extent: 11.7 cu. ft. (26 boxes).

Contains incoming correspondence from constituents and other non-governmental entities sent directly to the Secretary of Health and Human Resources or referred to the Secretary from the Office of the Governor for response. Also included is the outgoing correspondence from the Secretary as well as supporting documentation and correspondence from related agency officials. Topics of interest include the Abraham Cherrix case (Virginia v. Cherrix), the use of biosolids in farming, assisted living facility regulations, the HPV vaccine, universal medical coverage, and the potential closure of Virginia's training centers. A large percentage of the letters pertain to child support enforcement, the use of Temporary Assistance for Needy Families (TANF), vital statistics records issues, mental health waivers, and Medicare concerns.

Arranged numerically by database number which is generally chronological by date of response letter.

Series III. Correspondence and Supporting Documentation - Office of the Secretary , 2005-2010 .
Extent: 6.75 cu. ft. (15 boxes).

Contains incoming and outgoing correspondence and supporting documentation such as reports and memoranda related to specific topics, initiatives, organizations, and government agencies. Topics of note include board and commission appointments, FOIA requests, the First Lady's "For Keeps" initiative that focused on older foster children, the Governor's Healthcare Reform Commission, related work groups and public comment period, and the Virginia Tech incident response and Review Panel.

Series IV. Correspondence and Supporting Documentation - Office of the Secretary - Constituent Letters , DATES .
Extent: 3.6 cu. ft. (8 boxes).

Contains incoming and outgoing constituent correspondence that was filed as part of the correspondence of the Secretary. The filing structure of these letters is different from the structure of the letters found in Series II. and Series III., thus it was kept separate. The topics contained in the material are very similar to those found in Series II. Why these letters were filed seperately from the general constituent correspondence is unknown.

Series V. Decision Memoranda and Briefs , 2006-2009 .
Extent: .675 cu. ft. (2 boxes).

Contains decision brief packets submitted to Governor Kaine by agencies via the Secretary of Health and Human Resoures. The briefs include the request, recommendation, and approval signatures. Also included is background on the request, pertinent discussion, and financial impact statments. In some cases reference material and supporting documentation is included as well. Most of the files are grouped according to the agency requesting funds.

Series VI. Legislative Files , 2006-2009 .
Extent: 10.35 cu. ft. (24 boxes).

Contains legislative packets submitted to and reviewed by the Secretary of Health and Human Resources during each General Assembly session. Each file usually contains enrolled bill reviews, legislative action summaries, and the text of the bill. The enrolled bill reviews and legislative action summaries contain information on affected constituents, agency analysis of the bill, and recommendations for changes, support, or rejection. In some cases, there is limited correspondence about the bill, usually in the form of Post-It notes or email. Also included are several folders containing legislative proposals from agencies under the purview of the Secretary of Health and Human Resources, usually grouped into one binder. These files contain summaries of the various proposals, notes about funding, and impact statements.

Bill files are arranged chronologically by session year and then numerically within. Miscellaneous legislative files are arranged alphabetically.

Series VII. Planning and Budget Files - Assigned State Agencies , 2006-2007 .
Extent: .45 cu. ft. (1 box).

Contains various budget-related files including those related to budget amendments for the 2006-2008 biennium, budget reductions in 2008, and the decision package for FY 2009-2010. The budget reduction plan includes line item reduction strategies for agencies under the purview of the Secretary of Health and Human Resources. The decision package funding requests and narrative justications for requests submitted by Health and Human Resources agencies.

Series VIII. Public Relations, Activties and Visits , 2006-2007 .
Extent: .225 cu. ft. (1 box).

Contains records that document the activities of the Secretary of Health and Human Resources. Included are talking points on various subjects such as the uninsured population, aging, and workforce shortages. Also included are folders related to speaking engagements and Virginia's Royal Welcome during which Queen Elizabeth II visited Virginia.

Series IX. Special Projects and Studies , 2006-2009 .
Extent: 1.8 cu. ft. (4 boxes).

Contains a variety of files pertaining to special projects and task forces such as the Governor's Commission on Sexual Violence (formed through Executive Order 38), the Health Benefits Taskforce which documents the cost of providing health care to those in the custody of the Department of Juvenile Justice and the Department of Corrections, the Joint Commission on Health Care, and an organizational assessment of several Health and Human Resources agencies. Also included are Virginia Congressional Delegation briefing packets that detail secretarial priorities for members of the United States Congress from Virginia districts.
