Acquisition Information

This item came to the Library of Virginia in a transfer of court papers from Warren County under the accession number 37579.

Historical Information

Warren County was formed in 1836 from Shenandoah and Frederick counties.

Article II of the 1902 Constitution of Virginia was designed to maintain white suffrage while eliminating Afircan-American voters by means of literacy tests, and property and poll tax requirements. Section 19 of Article II specifically mentions the requirement that a person applying to register must be able to read a section of the Constitution and explain its meaning to the registrar.

Scope and Content

Warren County (Va.) List of Colored Applicants Refused Registration, 1902-1903, consists of dated entries by name of African American men attempting to register to vote in Warren County along with their ages, dates of birth, and occupation. Also recorded is the section of the Virginia constitution that was given to the men for explanation and what their answers were. All applicants in this list were marked "refused" or "not admitted." Entries are chronological and there is no index.
