Historical Information

James Stuart Gilmore III was elected Virginia's 68th Governor in November 1997 and served in this capacity from January 1998 to January 2002. Jim Gilmore was born in Richmond, Virginia, on October 6, 1949. He graduated from the University of Virginia in 1971 with a degree in Foreign Policy and then joined the U.S. Army, where he then graduated with honors from the Army Intelligence School. He joined the 650th Military Intelligence Group and was stationed in West Germany. After his tour was completed, he entered law school at the University of Virginia and graduated in 1977. Jim Gilmore was elected in 1987 as Commonwealth's Attorney for Henrico County, was reelected in 1991 and was elected Virginia's Attorney General in 1983. He is married to the former Roxane Gatling of Suffolk.

Records of Governor Gilmore were transferred on January 11, 2002 and November 17, 2002. After the first transfer, it was soon discoverd that only a fraction of the records listed on the approved Records Retention and Disposition Schedule for the Governor's Office had been transferred to the Library of Virginia. After this realization, LVA senior management contacted Gov. Gilmore and his former staff members and began discussions in June 2002 that eventually escalated to legal negotiations over the official gubernatorial papers. A final agreement was reached in November 2002 and the contested 228 boxes of records were finally transferred to the Library of Virginia a few days later.

Scope and Content

This collection consists of the executive papers transferred from the office of James Stuart Gilmore III (1998-2002), the sixty-eighth Governor of Virginia. The collection is housed in one hundred (141) boxes and is arranged into twenty-one series. Includes records from the Counselor's Office, Press Office, Executive Mansion, Scheduling Office, and the Constituent Services. Records consist of correspondence, certificates of recognition, event files, invitations, itineraries, photographs, press releases, reports, speeches and other files.

Major issues and initiatives of the Gilmore Administration documented in these records include the car tax, Standards of Learning, several trade missions, and the 9/11 Attack and the response to the threat of terrorism.

Series I. Records of the Counsel to the Governor (Accession 39024) , 1973-2002 .

The majority of the records in this series document Walter S. Felton Jr.'s role as Deputy Chief of Policy and Deputy Counselor to the Governor. These records document advice provided to the Governor and his staff to assist in decision making efforts. Records include budget materials, correspondence, feasibility studies, legislative proposals and memoranda. Topics covered include the Property Tax Relief Act of June 1999 ("No Car Tax" proposal), Short Pump Development Project, major league baseball team and stadium proposals, transportation issues, tobacco settlement fund, Virginia's response to the 9/11 terrorist attacks and Governor Gilmores' participation as chair of an advisory panel to assess the country's capabilities to prevent any further terrorist attack.

These records also include files related to the nominations of members to the Judicial Inquiry Review Commission, preparations for the visit of Ms. Coretta Scott King to commemorate the life and legacy of Dr. Martin Luther King Jr., and recognize the state's agreement to officially acknowledge the national holiday in his honor, and records related to two controversial issues during the Gilmore administration, the Hugh Finn life support case and Ricky Cullipher criminal juvenile justice case. (these files contain some restricted materials sealed due to legal confidentiality laws).

This series also includes many reports and studies covering a variety of topics of concern to the Commonwealth, among them are the following: Department of Transportation Consultants Report, 1998; Six Year Improvement Plan, Department of Transportation 1998-1999; Internet Policy for the Commonwealth, 1998. This series consists media advisories that include news announcements sent from the Press Office to reporters, news editors and other members of the media alerting them of the Governor's public schedule of appearances, major announcements, attendance at certain events, bill signing, speeches given and radio interviews. The records also include First Lady Roxanne Gilmore's public announcements and appearances. These records are also available electronically on compact disk. (Accession 39773).

This series consists of daily news releases (accession 38995) provided to the press by the Governor's Office and daily clippings of news (accession 39772) provided to the Governor and his staff for review. The press releases include information on such topics as appointments to boards, proclamations, recognition of important events, announcements related to new businesses in Virginia, and information on clemency and or executions. The releases have an alphabetical/chronological index before each year, providing both subject access and date access for the news releases. The news clippings consist of pertinent clippings on compact disk, selected each day by press offic staff for review by the Governor and his staff.

This series consists of Governor Gilmore's speeches and includes his inaugural address as well as the State of the Commonwealth addresses he gave before the General Assembly each year. These records include speeches given to associations, local and state government, municipal leagues, colleges and universities, or other public policy or announcement forums. Topics include budget considerations of the Commonwealth, higher education priorities and future ideas for internet commerce use without involving taxation. The speeches are in paper format (Accessions 38997 and 40172) and are also available on compact disc (Accession 39744). Speeches are arranged chronologically and are identified by speech topic or title, or by the group being addressed.

This series is housed in 30 boxes and consists of images in various formats that document Governor Gilmore's activities during his administation. This series consists of 2 sub-series: A. This series is comprised of the files of Donna Case, Director of Executive Mansion and includes incoming correspondence and copies of outgoing correspondence. The Event files include planning documents related to hosted events held at the Executive Mansion. Some of the events covered in the records are the reception for Coretta Scott King, actor, Charlton Heston, and a Japanese Student Exchange group. Some of the other events planned included dinner for the host, cast and crew of the Bob Villa television show, documenting the renovations of the State Capitol. The exhibit files usually offer the following; several copies of guest lists, acceptance and declines, seating arrangements at functions and catering information. These records are part of accession 39023.

This series contains letters, faxes and e-mails of invitations to Governor Gilmore requesting his attendance at various events and most include letters of decline to those invitations. Some of the invitations are for speaking engagement at university graduations, Republican Party fund raisers, and to movie and television premiers of projects filmed in Virginia. This series documents the activities of the Virginia Information Providers Network's creation and maintenance of the Governor's website. There are photo copies of the Governor's web page and a newsletter created by VIPN entitled the "VIPNet". There is information concerning the E-bay Auction of "In the Footsteps of George Washington" a tourism package sponsored by the Virginia Tourism Corporation offering a tourist dream trip to experience the "legacy of George Washington" in the Commonwealth. The award offered to (as the certificate states) "distinguished and deserving citizens with unwavering commitment to justice and good government that was embodied by Patrick Henry". These records document applications to the Governor's Fellows Program. These records are a reflection of a governor's program designed to select students from Virginia colleges to work in the Executive branch. The goal of the program is to offer exceptional students the experience of working in state government, while receiving funding provided by their school in the form of grants or financial assistance. These records may contain transcripts or other privacy protected information that has been sealed. Some files may contain the photograph of the student if accepted in the program. These records are part of accession 38939.

This series provides copies of official certificates of recognition signed by the Governor and the Secretary of the Commonwealth. The certificates duly note the Governor's recognition of accomplishments and achievements of individual causes, or organizations. The recognition generally covers a specific time period as requested by a person or organization. The certificates included in this series are mainly requests by individuals to have a letters signed by the governor that extend greetings and salutations for such events as high school reunions, family reunions and grand openings of new businesses on the behalf of the requesting individuals. (For additional certificates of recognitions see Accession 40169). These records are part of accession 38939.

Series XVIII. Constituent Services: Correspondence (Accession 38938, 39004 and 39776) , 1998-2002 .

This series consists of correspondence from the citizens and public officials of Virginia requesting assistance, sharing concerns and giving advice to the Governor. Each letter has cover sheet detailing constituent contact information and an assigned number use to track responses to individual letters. The cover sheet includes the date on which a letter has been properly responded to and eventually closed out of the system. Each letter also generally includes a copy of the response letter from the Governor or other assigned state agency official.

Topics of concerns to constituents during Governor Gilmore's tenure include citizens responses to no car tax initiative, tobacco settlement funds, National Rifle Association, health insurance, state government budget crisis and state employee layoffs, Martin Luther King/Robert E. Lee holiday, Hugh Finn medical intervention case, Confederate History month and museum funding issues. These records are part of accession 38938.

Event files, 1998-2001, document events that the Governor attended. Each file contains a Scheduling Office form for the event that includes the name of the event, location, attire, press to attend, staff to attend, event contact information, reason for attendance with background notes, logistical instructions, special remarks, and related attachments, including the agenda. Files may also include initial invitation to the event, acceptance letter and other correspondence, press releases and announcements, programs, travel arrangement and logistics documentation, lists of guests/registrants/attendees, briefing memoranda, maps, programs, schedules, talking points and speeches, and background material related to the organization or person sponsoring the event. These files often contain useful information on issues and organizations and document reasons for decisions made to attend specific events.
