John Billups collected the parish levy for Kingston Parish, Gloucester, Virginia. His son, John R. Billups (b. 1803), operated a school in Mathews County, Virginia.

Ledger records collection of the parish levy for Kingston Parish, Gloucester County, Virginia, by John Billups, with entries for 333 individuals (1774-1775), accounts for various purchases, as well as entries relating to John R. Billups' (son of John Billups) activity as a teacher of Mathews County, Virginia (1827-1831). Also included are Billups family vital statistics, and records of birth, death, and sale of slaves (1803-1838).
