Historical and Biographical Information
On August 22, 1974, President Gerald R. Ford enacted into law the Housing and Community Development Act of 1974. Prior to its passing, the federal government micromanaged cities and counties on all of their community development project decisions. The HCD Act of 1974 allowed cities and counties with essential community development powers, such as Fairfax County, to make their own plans with only very broad federal guidelines. Counties could then apply to the Department of Housing and Urban Development for entitlement funds for community development. In January 1975, Fairfax County drafted its own Community Development Plan which the Department of Housing and Urban Development later approved and granted federal funds for. On June 11, 1975, President Ford sent this letter to County Executive Robert W. Wilson voicing his support of Fairfax County’s initiative.

The Gerald R. Ford letter to Robert W. Wilson on the Fairfax County Community Development Plan is a letter accompanied with a letter holder written by the President of the United States to the Fairfax County Executive voicing his support of the creation of Fairfax County’s Community Development Plan. The letter is on White House stationery and signed in black ink by President Ford.
