Certificate issued by the faculty and president, James Madison, of the College of William and Mary and signed by James Monroe, Governor of Virginia. Richard Clements is appointed surveyor for Southampton County, Va. He is instructed to return one-sixth of all fees collected to the College faculty. Faculty members include Robert Andrews, John Bracken, and James Henderson. Printed form with manuscript insertions.
