Historical Information

In 1970, the Governor's Management Commission Study recommended the creation of six "Deputy Governors" assist the Chief Executive in his managerial duties, compatible functions of government were grouped under these administrative heads, who would serve as the Governors top management team or "secretariats," as they are called now. The General Assembly in 1972 created six Secretariats positions initially. As government reorganized, that number fluctuated when government agencies expanded or consolidated.

Since the establishment of a secretarial system in 1972, there have been several reorganizations of that system. The financial management function of the state has shifted from under the direction of the Secretary of Finance to the Secretary of Administration; then to Secretary of Administration and Finance and currently back to the Secretary of Finance, through various reorganizations of state government from 1970's to the present. The function of the secretary is to provide sound fiscal management and recommend to the Governor a comprehensive budget for those agencies under his jurisdiction. The secretary's responsibilities are: to monitor programs, services and performance of subordinate state agencies to develop state policies programs for long-range planning and policy formulation; and approve solicitation or acceptance of any donations, gifts or grants; to hold agency heads accountable for their agency's administrative, fiscal and program performance. All secretaries are appointed by the governor and serve at his will.

During the Administration of Governor Mark R. Warner (2002-2006) the Secretary of Finance was responsible for the direction or jurisdiction over the following state agencies and boards: Dept. of Accounts, Dept. of Planning and Budget, Dept. of Taxation, Dept. of Treasury, Treasury Board, Debt Capacity Advisory Committee, Virginia College Building Authority, Virginia Public Building Authority and Virginia Public School Authority.

On 28 November 2001, Governor-elect Mark R. Warner named Senate Finance Committee Staff Director John M. Bennett as Secretary of Finance. Bennett served until the end of the Warner Administration in January 2006.

Scope and Content

The Secretary of Finance, Records, are housed in fifty-one (51) boxes. The collection is arranged into seven (7) series. Series have been designated for: I. Car Tax, 2002; II. Correspondence and Supporting Documentation - Assigned State Agencies, 2002-2005; III. Correspondence and Supporting Documentation - Chronological File, 1998-2000, 2002-2005; IV. Joint Money Committee Meeting Files, 1998-2004; V. Revenue Reports and Supporting Documentation, 2000-2005; VI. Special Projects Files, 2003-2005; and VII. Records, 2002-2005. These records include agenda items, correspondence, memorandums, presentations, reports, speeches, and files by subject. These records document the work of the Secretary of Finance under Governor Mark R. Warner. The bulk of the records can be found in the Records series which includes documents related to the development of Governor Warner's Tax and Budget Reform Plan, revenue forecasting, budget cuts and development, transportation initiatives and economic development.

    This subseries is housed in 17 archival boxes and is further subdivided by constituent mail and write-in campaigns. The constituent mail is arranged in roughly chronological order by last action taken. The write-in campaign material is arranged by topic. The subseries contains correspondence from various constituents to Governor Mark W. Warner, along with a copy of John M. Bennett's letter in response, and a page from the people summary database which includes the name, address, and phone number of the correspondent. Each letter in this series contains a unique tracking number assigned by the Governor's Office Constituent Services. Records are arranged by outgoing tracking number. The correspondence in this series relates to the following topics: budget reductions, reduction in state aid for libraries, taxation, capital improvements for higher education, sales tax on food, funding for K-12 public education, Rainy Day Fund, state budget, vehicle inspection fees, personal property tax, concerns with Budget amendments for Virginia School for the Deaf and Blind, cigarette taxes, state aid to public libraries, suggestions for solving the budget crisis of 2002, and Internet taxation.

Each August and December, the Secretary of Finance presents the fiscal year revenues and economic assumptions to the General Assembly joint money committees; these presentations cover the Governor's proposed biennial budget and proposed budget amendments.
